This page describes the kinds of users that might be ignored by Productiv rightsizing recommendations.

The Current usage column on the Recommendation page may include a segment of Ignored users. This segment includes any users included in the app’s exempt list for license provisioning as it is currently defined, as well as newly-provisioned users. These users are also ignored in a provisioning workflow rule based on a recommendation.
Newly-provisioned users are defined as users who have been provisioned within a certain number of days relative to the selected date/window of time when viewing the Recommendation page, which defaults to a 60-day rolling window view.

ELM workflows are setup to run on specific windows inactivity, for example Run on users that have been inactive for 60 days. If a user gets there license today, they will be exempt and considered newly provisioned for the next 60 days. After those 60 days are up, they will have had the full 60 days to do any activity, and if they didn’t, they will start matching the rule and no longer be called newly provisioned. So as soon as the 60 day period is up, if they were inactive the whole time, they will start matching any inactivity windows for ELM less than or equal to 60 days.
